Public safety outcomes in Saanich and across the Capital Region will improve when the root causes of repeat calls, street disorder, and visible crime, alongside traditional enforcement are addressed.

The following actions prioritize prevention, health-based responses, and safer urban design to reduce pressure on police and fire services while improving community safety and wellbeing.

1. Expand Crisis Response (Non-Police)

Why it works

Right-sizes response and improves outcomes.

Actions

Fund 24/7 civilian crisis teams (mental health + addiction) and dispatch them to:

  • Wellness checks
  • Non-violent disturbances
  • Overdose response

Impact

  • Frees police for serious crime
  • Reduces repeat emergency calls
  • Improves outcomes for vulnerable residents

2. Invest in Supportive Housing + Wraparound Services

Why it works

Stable housing with services reduces disorder, crime, and emergency costs.

Actions

Partner with BC Housing & Island Health to:

  • Build supportive housing, not shelters
  • Co-locate addiction treatment, case workers, primary care
  • Require service plans before rezoning approval

3. Design for Safety

Why it works

Well-designed public spaces deter crime and increase natural surveillance.

Actions

Update design guidelines to require:

  • Better lighting
  • Active street fronts
  • Eyes-on-the-street layouts

Retrofit hotspots with:

  • Lighting
  • Clean-up crews
  • Activation (markets, patios, pop-ups)
